1938 Canada Dollar, an odd reverse

And yes, I am still around, but "barely kicking".
I am wondering what caused this "whatever" it is. (indicated with red arrows)
Is it worth a premium?

I'm going to guess that's remaining dark toning after being cleaned. Is it not the same colouring as the interior of the 'O' in dollar?
The second set of images makes it appear to have been polished. If so, then the stuff pointed to by red arrows is just residual schmutz.

Polishing a tarnished silver coin with a polishing cloth (as opposed to dipping it in a solution of E-z-est or similar) will create little pockets of still-tarnished surface in the deep, hard-to-reach areas, like the gaps near the devices and inside the letters.

I do not own the subject coin and took the images from ma shop site (Guy Franquinett).
However, the second image (not the one with the arrows) is a high grade Uncleaned and not polished coin.
just curious if it is worth the grading expenses.
