    It looks like a PCGS mechanical error
    Call customer service and you should be able to get it correctly re-labeled on PCGS's dime. Is there something else that is not right with the cent?

    No premium for the slab. Just a mistake that is easily correctible if you contact PCGS.

    This error slab is worth a slight premium over the normal price of the coin.
