Soldier Dog Tag or just a Dog Tag

Came across this tag in my collection of transit tokens. It says "Verdun"... like Verdun, France. Could this be a soldier dog tag or is it a worthless real dog tag? I suspect the latter but though I might check the experts. Maybe someone has a dog named Verdun. Does this look familiar to anyone?

Possibly a dog license/tag issued by the Verdun city government. Might have some value if one could get an idea of the age… I suspect there might be a contingency of collectors for these- just wild guesses on my part
