1945 Wheat cent rolls - ever see them packaged like this?

In a lot the shop bought, we ran across these. They are 5 bank wrapped rolls (?) in a paper package of 5. Has anyone seen these packaged like this before? One of them opened, 6ou can see the individual rolls.

I have a complete set of ODW (Original Dealer Wrapped) warnickel rolls I bought back in the late 1970’s that has slightly smaller dates and mint marks stamped on the outside of each roll.
I saw one roll opened up from another set of this roll set and they were nice coins. Many of the coins are FS nickels graded MS-64 or MS-65.
That is different and not one I've seen before.

We opened one up, there is a small metal flange at each end, presumably to keep the rolls together. There is an outer paper wrapper and an inner tissue type paper wrapper. The coins are generally very nice - 64's-65 and higher.

I wonder if that was a military pack. I think it is a shame you ripped the paper, the coins in the wrapping are worth more IMO.
For sure. The "what if" factor is gone now from a selling point.
There are about 5 of them, one was ripped open already.
I have questions as to its authenticity. I would not be surprised if someone put that together. If it is not OGP, then packaging has no credibility in my eye.

Mint wrapped no, wrapped by some government agency, maybe. Oreville posted he had some Original Dealer Wrapped rolls of Nickels and that, at first, sounded possible. After seeing one opened, I'm not sure a dealer would go to these lengths of packaging. They are first rolled & taped in tissue type paper, then in a typical paper coin wrapper, then in a very heavy outer paper with the year stamped on each roll and on the outside. These are 5 roll packages with a slightly rounded metal flange on the edge of each package possibly to protect the rolls.? Dealer Wrapped rolls maybe, but I'm thinking about what Clackamas1 mentioned with military packs. The intense packaging makes me lean this way.... for now.
