Where is the PCGS variety attribution going to?

Hello,
Posting more likely for discussion yet there is a question. I have recently submitted few buffaloes to PCGS, I build set with varities so there were few coins that were submitted with variety attribution requested. I focus on one series only and really know each variety well enough to be 100% certain of what I submit. Just an example last two coins, presented on trueview pictures, both returned as regular, yet both are very clear examples of 27S FS-401, 16D FS-901. I am just curious why this is the case, what happens with variety attribution service at PCGS? Why the genuine varities don’t get labeled correctly? What to do (other than playing resubmission game) in such cases? Contacting our host after the error submission results are returned of course is possible yet there isn’t a humble guy on the other side.. So what are our options? Change TPG?
