Hi if I submit this for grading because of the tape stain its most likely to be a PSA 1 or 1.5. thank you in advance for answers.

IMO a card with tape on it or even a tape stain is much different than a card with a gum or wax stain on it. This card is clearly damaged.
I’d try some Bestine (Heptane) if that is glue residue on top of the paper, if the paper is simply stained from the tape I don’t think this would help however,
