Need help with my silver coin

It looks like water got into the package, is there any way to safely clean it?

100% Pure Acetone dip, Not fingernail remover.
    Maybe the E-Zest coin dip.

I think those are the dreaded "milk spots", similar to the plague on Silver Eagles.
If so, it is a micro-etching of the metal surface and no cleaner will remove it (unless polished aggressively, which would ruin the coin).

After an acetone dip just rinse it off. If they don't come off don't worry about it. They are common and don't hurt the value much on a raw piece.
