Do either one of these silver rounds carry a premium at all?

I've had them for 30 or 40 years.

Not a lot, maybe $1 to $2 on the first one and $3 to $4 on the second.
But that is a quick estimation without looking up any past sales.

The Assay Office round is a piece of history.

I think that they were produced in the same era, possibly by the same minter and possibly both of them were from the US Assay Office release (in 1968-1969 or so), but the 2nd one is identified as part of the release while the other one is not.

I don't know if that makes a big difference, but for me - it would.

Assay office round was minted by Continental Coin in Burbank Ca. They tend to carry a few dollar premium.

The other a bit more than other generics, but my experience has been more like $1 or $2 at most.
