1985 Topps WWE Hulk Hogan #1 vs #16?

I'm looking into buying some WWE stars. For the 1985 Topps WWE Set, is #1 considered the "Rookie Card"? Is the demand for both the same?

I'd say they both are, but #1 is the more desired. Though a PSA 10 on 16 is 2 pop vs 15 pop.

I think his 1982 Wrestling All Stars card is widely considered his Rookie, even though that was a mail-in.
The #1 card is the most desired card in the set. I know as I found a box of 125 cards in my closet that I forgot about. I had 6 Hogan's in total (3 of each). When I sold them I received twice the amount for the #1 card compared to the #16 and they were all in the same condition (PSA 8/9 contenders). I sold them to different dealers at a convention and every dealer who was interested told me the #1 card was the best card in the set.
Thanks everyone. I am aware of the 1982 set (thanks to the board!), but I am a Topps flunkie when it comes to 1980's sports. The photography of the set is more 1980's TV for me.
It's kind of like Jordan Star vs 86 Fleer.
I know I had both for awhile. I can't remember if I still do, but if I kept one it was #6 because I thought that blue popped much better. Both of them were PSA 6s, so if I ever wanted to get #1 it wouldn't cost me an arm and a leg.
I agree that the blue looks better, but the card number trumps!
