A common mistake-confusing where or coins and paper money are manufactured and understanding that they are done by different agencies at different locations.
And, banks are obligated to remove and return "unfit" currency but not coins. It's much easier to exchange unfit currency than coin.
May well have been a child.

The house still stands.
The tax rolls show it was owned by a family with a different last name from 1977, so likely a child of a 1st marriage.
There's a real estate agent in Florida with the same name, but her LinkedIn profile doesn't show her living in Arkansas.

When I started in COllectors CLearinghouse at Coin World we answered most of the general mail that was received, and we got so many letters about "How do you redeem damaged paper money, coins, etc" that we had a form letter printed up and we just sent that back.

I can take it a step further. I've sent almost a many letter to the Mint, Treasury and FOIA requests with zero responses as @CaptHenway can attest to.
Maybe it's a generational thing. Years ago, letter writing was the main source of communications. Today, these answers are all on-line.

Yes, banks CAN refuse your mutilated coin but are obligated to take your mutilated currency.
However Googles AI is definitely confused, too, with this response, "No, banks do not accept mutilated coins. Instead, you can send mutilated coins to the Bureau of Engraving and Printing's (BEP) Mutilated Currency Division for free examination and redemption. "
And the mint, who used to redeem mutilated coin no longer does so.
Banks do not have to take mutilated currency.
I know this from experience.
I received two mutilated $20 bills from an ATM and tried to deposit them at another bank and was refused.
I had to take them to the bank owning the ATM and sit down with an officer who checked that I had actually used the ATM at the time. They finally gave me two new $20 bills.

While metal detecting in parks I have found numerous mowed up bills. If there is enough left of a little more than half of a bill my local bank will replace it

You would be surprised and now the US Mint handling all BEP currency sales is not helping, but people do believe the US Mint manufactures currency. When I was a kid on the state reading comprehension test, they even put a passage stating the US Mint makes coins and currency and not only that asked a multiple choice question where the choices were whether the US Mint just makes coins only or both coins and currency. I answered coins and currency since that was what they were looking for even though I knew they were wrong and it is not like I can get the teacher to do anything about a statewide test.
