What is the cheapest submission tier for Cal Fractional Gold?

Looking at the Service levels, Special Issues appears to be the correct service level for California Fractional Gold; however, at $70 it's a little cost prohibitive for lower end material. I saw a YT PCGS open box video where they submitted some Cal Fractional Gold under the Regular tier when they showed their submission form. The invoice was not shown so I don't know if they got up-charged.

The form says:
Special Issues (U.S. - Colonials, Fractional Gold, Patterns, Territorials, Tokens, Medals)

Someone please let me know if I will be OK submitting under the Regular tier for these or if I have to spend the big bucks:
BG-943 1874/4 G50C
BG-828 1870 G50C
BG-1024 1869 G25C
The value of each coin is approx $500 give or take.

    economy special issues is only $35, but the max value is supposed to be $300 ... but doesn't that depend on if they get straight graded and what grade?

    They are crossovers so while I could undervalue them no one would be fooled.
