Is there any extra value to a group of 1987 Topps baseball rack packs that advertise the glossy All Star special card but the packs are lacking that card? I have a few of them and didn't know if there was any added value to pack collectors. I did a little quick research on eBay and could not really find anything.

There are pack collectors out there that collect specific players showing on packs (especially the front). Topps had pretty strict collation in 87, so there are certain players that should only be in that cell... and the only chance to get that player showing on top is with a "factory error" pack like yours. Other than that, probably no added value.
Sometimes when that glossy All Star card isn't on top, it can be found in the middle of the cards in that cell.
That makes sense. In this grouping there are no All-Star glossy cards in any of the cells. Usually the All-Star card is on the left cell. On one of these packs there's a Mike Schmidt showing on the front left. Another one of these packs has Ozzie Smith on the right front cell.
I cracked open the rest. I probably had 25 packs or so like that. I bought a collection years ago and had them stored away and discovered this box a few days ago. I ended up getting three Bo Jackson's that are PSA 10 worthy. I may send them in. I'm keeping the Mike Schmidt and Ozzie Smith packs sealed.
