Most common scenario; there is a reason why the person who knows enough to price them at 1800 per pack has not sent them for certification.
The use of the word "sealed" is interesting.....
Not authenticated by BBCE and Craig’s List…I will pass.
I inquired to the seller if the price was for 1 pack or for 1 box. Reply was the price was for 1 box.
I inquired about the listing and received this reply. "It is $1800 for the box of 24 unopened wax packs."
I would buy it for that price and hope you landed the score of the century , since you can inspect them in person.
I'm playing along with the seller for now since this is obviously too good to be true though the listing photos are pretty impressive so I just asked him to add some close-up pics of the backs of a few of the packs.

Yep, the Craigslist guy cropped the pic so it wouldn't show-up on Google lens search.
If you always wished to know what it feels like to get robbed of $1800 in a mall parking lot, then go ahead and pursue "buying" this.

Just invite them to meet up at a local police station.
You have to contact them and get them to meet you in a shopping mall parking lot. Somewhere that the scammer will be ok with and won’t try to swap spots last minute - such as they would with the police station. Then you need to be there early. Somewhere that they won’t see you. Across the street etc. when you know what their car is call or text them and let them know you’re running 10 mins late because you’re at the bank getting cash. Then call the police and report that you saw someone holding a gun getting into a car and give them the description.

Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
Wouldn't surprise me in the least if the police are familiar with the seller.
No reply from the scammer for some close-up pics of the backs of the packs. Puzzling huh?
