Does this look like a strike through or PMD on both sides of the base of bust? Thanks in advance for your opinion.

Considering the alignment of those two marks, it looks like the rim of a larger coin fell on your coin. In other words, those are bag marks also called contact marks.

I agree with @PerryHall. My first thought was that it might have been caused by the rim of another coin being pressed against that area.
