Which coin has the most People on it ??

Weird request.

One my friends knows I collect coins.
He asked me which coin has the most people on it.

I could NOT definitely answer him, but I told him the newest quarter has Washington crossing the Delaware River with a boatload of people.

So, the question to you all.
Which coin has the most people on it, both obverse & reverse.
It could be US or a foreign coin.

Any & all answers are appreciated.
