Submitting silver FH for grading

I purchased one of the 2024 Flowing Hair silver medals from the US Mint (no privy), and am considering submitting it to PCGS or CACG for grading.

With either of these firms, can I specify “if it’s MS70, slab it, otherwise leave it in its mint capsule and send it back to me”?

    You can do that with PCGS. Specify a minimum grade for slabbing, in this case, MS70. Any non MS70 coin will be returned to you. I don't think you can specify not opening the capsule for determining such a high minimum grade. I would expect that the graders will want to examine the entire coin without a covering on it to assign such a lofty grade.
