Lowest graded PPQ on a fractional ?

Ted 1

Can someone verify if they've seen a lower PPQ on a fractional? Perhaps in your recollection, etc.

Thanks.

Wow, I have never seen one below 30, but I am fairly new to the currency side of things. Been collecting coins for decades, but currency for only a couple of years.
