Up until last week I did not believe the Krause Catalog (or other spin-offs like Numismaster or Schon, etc when under 1984 FM Panama Proof Set listings they showed the 8 coin proof set.
The 9 coin set IS posted and known to exist.
It is scarce and now seems to sell for $850 to $900 these days. But in 40 years have never seen the 8 coin set and so assumed they did not exist.
However this
week an 8 coin set did show up on eBay & it sold for over $1k.
Here are pictures:

Was the final price in line with what you expected?
Interesting, I did not catch this one. Very rare indeed.

Yes but a bit on the high side as the coins in there are the same as in the 9 coin set with the 20 Balboas left out so really a packaging variety only - however the sets come in sealed packaging with specific box COA and paperwork from the mint.
For 1985 the next year they made only the 8 coin set with no 9 coin sets at all and a separate 20 Balboas.
BTW the 1984 20 Balboas has a beautiful design albeit too much legend.

It all about the number of surviving sets
Experience the World through Numismatics...it's more than you can imagine.
This one is from the Japanese market:

Oh, I like the COA! The values, or should I say "Sales prices" on these have been steadily climbing. I have never seen an FM product with Japanese "paraphernalia". I have seen Panamanian gold and have posted 1982 and 1983 9 coin sets with Spanish language on the sealed packaging and on the information card - but never Japanese.
BTW, I like that you picked 1984 with regards to the FM as there are some outstanding rarities from this year like the OP and from many of the other countries......
CK, I wonder about the surviving sets as well for this and other issues. Please note that besides the Franklin Mint, the Royal Mint is very cagey about mintages and there are some VERY rare sets and collector coins from the 1990s and 2000s with no listed mintages as well. Many of these basically NEVER show up and will have base metal composition so very low interest at time of issue yet extremely scarce or rare nowadays, basically never showing up and if you are lucky can be had at low prices.
Even though this coin has two silver coins, they are of 0.500 composition silver with little bullion value (1 Balboa 10.37 gm Ag net, 5 Balboas 11.67 gm Ag net for total of 22.0 gms. or 0.71 Ag oz) of about 21 or 22 dollars in silver.....
