Set rating question

So, I see the term "finest possible set rating", but not sure how this is determined. For example, this set "SILVER EAGLES COMPLETE SET TYPE 1 AND TYPE 2, CIRCULATION STRIKES AND PROOF (2021)" shows this:
NUMBER OF REQUIRED ITEMS 11
CURRENT FINEST POSSIBLE SET RATING 71.438

So, the leading set has these stats:

Rank % Complete GPA Weighted GPA with Top Pop Bonuses Set Rating
1 100.00% 70.00 71.00 71.00

All the coins are MS/PR/SP 70's. So, can someone explain the terms "GPA weighted/GPA with top pop bonuses and set rating" and what would fill in the gap between the top pop bonus rating of 71.00 and the finest possible set rating of 71.438...or if this is discussed somewhere, point me to where I can find the answer to my question.

    Just another example of math errors in the IT program just like the Kennedy set.

    71 is as high as it goes. They are coming up with a total of 1143 (which is 7 too high) then dividing by 16 sum of the weight to get or 71.4375 or 71.438.

    The total should be 1136, which is 71 x 5 coins with x 2 weighting, plus 71 x 6 coins at 1 weighting. So, 710 plus 426 is 1136/16 which is the divisor of all the weights added equals 71.0.
