Is this wear or damage on ASEs?

Hey guys. I keep seeing this discoloration or whatever on Liberty's chest. Is this a high point and some kind of wear or damage? It almost looks like impure metal.

I've seen it on enough proof ASE from the 1990s that I gotta ask..

    It used to be back in the day we would use the Sears cataglog. Kids these days. . .

    Send it in and try to get the full nip designation. PF69FN

    I've noticed this is so common in the 90s that there probably should be a designation for it.

    I've passed on a bunch of them because I'm not sure if whatever this is stops them from getting a PR70 grade. I'm assuming so.

    considering it's not on recent years' coins, i'll say it's a frosting break

    The finish on the die had a gap in the frosted finish.

    the frosting inside the die has worn and there is a "plain' area

    grading ase are tough. i used to submit mine and never got a 70. i then bought some 70s and they were worse than mine. i gave up with graded ase

    these would qualify for "as struck." some coins are not FB or FS but coud be top pops. it's a striking issue not an abus issue. these are not FF ( :-P ) (full frosting)

    i would say submit at your own risk. they could still pull a 70,

    I've had mixed results too. Really, it is exactly like gambling.
