How does PSA decide which single card is the Registry Set rookie card?

I am currently assembling my PSA Registry Set for the 'Minnesota Vikings Ring of Honor'.
I would like to buy the Justin Jefferson RC that will be required for that set. It's probably a decade away, but why wait?
How and when does PSA decide which card issued is their official rookie and where can I find that listing for any player?

I've checked TCDB, but they have several cards for each player listed as RC and PSA only accepts one of those.
At one time there was a voting process, but that only occurred after someone submitted a request for inclusion - which can only be done for items in your inventory. They then selected other options (seems to be using TCDB) and sent voting links out to all folks with registry sets for that specific set. Truly, on more than one occasion, cards I submitted lost the vote. Honestly, that was a little upsetting since I had requested the add. That may still be the case, but I have not received voting links in some time.
The Panini Prizm base card #398 is already on the Offensive player of the year set, All Pro Sets Look at the key card sets to see if a card is already picked.
