I'm not a coin collector; I'm not even sure this is a coin!
Can anybody tell me what it is?

    It is not a coin. Probably some sort of token or medallion.

    A very modern privately made fake/fantasy nonsense coin.

    It is an example of the class of object known as a "fantasy dollar" - medals with coin-like designs.

    This medal commemorates Empress Dowager Cixi, who ruled as de-facto regent of China during the reigns of two emperors during the time period shown on the medal.
