"Crying Date" Morgan Dollar

Hi everyone, recently I picked up a collection of Morgan dollars and I found a couple interesting pieces. One of them is in a paper holder with the text "Crying Date" on it. I inspected the date and noticed there is something going on with it. I have not been able to find much of any information on this error/variety.
There appears to be some kind of artifacting below the numbers. The 2 has a longer dip and the 1 (on both sides) has what almost look like upside down horns. 
Sorry about the less than stellar photos, I took photos of the screen on my coin microscope.
Does anyone have any information on what this could be?

if it is genuine
