So my POP ONE PR70 PCGS coin has a PCGS value of $6.
Can you name the coin- or at least the possible type?
HINT: It is a post-1964 Modern.

perhaps it is a clad commemorative.
Okay, so I was further checking the POP reports along with values and I see my coin is not a single example for a POP ONE PR70 coin with a value of less than $10.00. There are not too many- yet more than just my example, so I will go ahead and disclose.
It is the coin furthest on the left: A 1984-S Proof 70:

Ahh. So with the DCAM the pop soars to a million.
So, is the 1984 quarter one that would receive a DCAM or a CAM designation if it was submitted for grading today; or is it a coin that truly is a brilliant proof (i.e. one with no contrast between the fields and devices, with both side of the coin being brilliant only with no frost anywhere on the coin).
If the coin is truly a brilliant 1984 proof quarter that grades PF70 you would have a unicorn that a contrarian collector would covet.
More than likely the coin was graded before TPGs decided to award CAM and DCAM/UCAM designations to frosty proofs.

Yeah, I would have guessed something like that. The PR70DCAM moderns are often attainable on ebay under $20, so without DCAM the coins are worth even less.

Yes. 1984 was the last year- I believe- PCGS did not award the CAM and DCAM grade. PCGS also before 1985 was stingy awarding any modern proof a 70 grade. So, coupled with the knowledge, this quarter is a bit of a unicorn.
"Rare" yet near worthless.
And, YES. It does sport full DCAM surfaces.

It's not unusual for a low value modern coin to also have a low population since it's just not worth the cost of getting it slabbed. That same coin can exist in the millions in raw form.
