Contacted PSA about how they sent me a graded submission that they put in a slab with 2 large scratches . They also put the ticket in the slab off center . Contacted them 3 times in the last few months to correct this . All emails have been ignored .

Last few months??? Oh you screwed that up royally! You only have 5 days from delivery back to you to claim damage. You are supposed to open a ticket in the Customer Request Center on your PSA account page.... You actually can't email them anymore period. Everything has to go through the CRC (there are different options), so no one probably saw your emails. As for the centering, it probably moved during shipping. Just give it a few smacks on the side and it will center up. They don't have ticket slabs that keep them centered permanently.
Thanks for bringing that up . I did say email but in reality . I did feel out the quality insurance form the next day after receiving the ticket from PSA . Filled it out multiple times and was ignored .
Odd, maybe check your spam! Try calling then... Or you hit the submit button, but it didn't really submit?
Thanks . At this point I should just call .
Try using Meguiar's Scratch-X to buff out the scratches on the holder.

Welcome to the boards!
your request costs them time and doesn't make them money, I think that answers the question. Not saying that you don't have a 100% beef with the product. Probably just a fact of life.
Yes Welcome to the boards.
Works great on light to medium scuffs and light scratches. I've not been able to get a good result on anything heavier.
If you get positive results on the deeper stuff I'd love to have the details if you method
Coins in some slabs have the same issue. They rotate some what.
If Meguilar doesn't work, there is also a product called Novus that comes in three different bottles, one of which is designed for deep and heavy scratches.

I think that is used on pinball playing surfaces.
