I have a PCGS-graded mechanical error. Will PCGS reholder it properly even if I do not have a current membership?

Guessing no. But you can get a local dealer with a membership to submit.
Yes they will. There was a discussion about this here 2 or 3 weeks ago. Just send them a message letting them know the problem before sending it in. What they won't do is reholder a coin in a damaged holder unless you're a member.
