Is this an error coin or is it a common occurance?

Mintmarks were hand punched into the dies back then. Placement could vary, so it is not an error as such.
In general, oddly placed mintmarks are not worth a premium, but there is a Jefferson nickel with a very high mintmark that is worth a huge premium because of it.
It's simply a matter of whether or not people want to pay a premium for the anomaly. If I came across your coin, I would probably keep it as a curiosity since it is a little unusual, even if not valuable.

Not an error, there would be hundreds of thousands like this struck from this particular die.
It depends on how many were struck before the die was retired.
In the future, please crop your photos so we can see the coin instead of the background.

Also, you may want to check for one of the many RPM's for this date on Variety Vistas. Your photo doesn't allow me to enlarge well enough to see. Many have the S mintmark close to the date. Good luck.
