    It's this sort of thing that Article 1 Section 10 of the US Constitution was written specifically to prevent.

    No State shall... make any Thing but gold and silver Coin a Tender in Payment of Debts...

    So after ratification of the Constitution in 1789, the Massachusetts government (or any other state government) couldn't pull shenanigans like this.
