I recently had two 1966 SMS half dollars graded as the DDO FS-104 variety. Both coins graded SP66 CAM.
PCGS has graded 16 of these coins, 9 of them Brilliant and 7 of them CAM.
For the 9 Brilliant coins the Price Guide provides dollar values for the coins.
For the 7 CAM coins the Price Guide does not provide any values for the coins.
Does this happen often, or is this similar to a mechanical error?

Lots of my slabbed coins don’t have any price in the price guide or when I do a cert number lookup, I always thought it’s because there isn’t enough data available to come up with any kind of estimate for some varieties or unusual coins.

Yep. It takes actual trade data to establish a price guide. When there's only a few known examples that rarely trade they don't bother or if they do it's an estimate and not that reliable.
Years ago, I bought a 1867/67 IHC in PCGS 65BN. There was no value in the PG & it was the only one known (today there are 5). I convinced Jamie Hernandez to include it when I gave him evidence of what I paid for it ($5000). Today, it’s $6500.

Well price guides are not perfect.
Slabbed world coin pricing can be very spotty. One can refer to auc data or other sellers. However CDN has made some interesting moves into the area. If one single digit pop then bidding gets exciting.
And spotty world coins are not too pricey.
