As the rims wear into the reverse lettering significantly, I'd have gone AG3.

This dime- overgraded as it is, is as far from PO1 as it is to XF.
I can't imagine any submitter thinking it had a shot.

It reminds me of this one I found in the Constar reject bin a few years back. 1996!
I totally understand what you are saying. What bothers me is that this can be achieved by carrying around coins in your pocket without spending them allowing them to wear down but not naturally. Thus, another poor-1 coin. I never come across any low grade clad cents, nickels, or quarters which freely circulate.
I’ve never received a Kennedy half in change, 90%, 40%, or clad, yet there are slabbed poor-1 40% coins? No way did a 40% coin circulate for 30-40 years.
PCGS would beg to differ.

I cheated and checked the census. 1 in G, next lowest are 3 in VF.

@braddick Pat, I've carried several clad quarters around in my pocket for at least 20 years to watch them wear. They hit against each when I walk (so people know when I am walking down the hall) but these coins are in no way close to the dime in your op. The letters are not bleeding into the rims and even in the oldest (1965) Washington's hair retains some details. Do you have any idea how the dime became so worn?

I've seen clad quarters from the mid 1960s era that are pretty worn down- like this dime. They are out there. Perhaps twenty years isn't enough time to get this type of wear yet 55+ years is.
