As all we have is the photo, I would feel that the photo is worthy of a PF67 grade. Couldn't guess at cam from photo. Inhand may change the worthiest grade. Beauty from photo.

Regardless of the grade, based on the pictures, at least, the coin is absolutely gorgeous.
And many, if not most Proof coins at that grade level are heavily hairlined and/or cleaned.

Wow. PR61 is normally an awful grade for a scratched up cat turd. That’s the most gorgeous pr61 I’ve ever seen…
