Struck through error or PMD?

Was CRH and found this. I don't know much or anything about mint errors. This coin is in such rough condition I'm assuming PMD, but I can't fathom what's might have caused this.

Damage, as mentioned.
Usually a strike through will be on one face of the coin (not always, but usually). They also usually impart a rather smooth surface. This dime is very rough and pitted. And usually the surfaces will retain its luster or glossiness. This one is dull and slightly discolored.
