Foil Pack "Missing Foil Layer" ??

I sent in a sub with multiple "2012 POKEMON INT'L DRAGON VAULT FOIL PACK" - and 3 of 12 packs are identified with this at the end of the description - "-MISSING FOIL LAYER".

Has anyone else ever seen this?

    Just got an email from PSA Customer Service (in response to my inquiry):

    "I was able to get some additional information on why your card was labeled "MISSING FOIL LAYER" I had to do some additional research on my end and I was able to get some answers.

    Normally for Pokémon packs, there is an inner silver layering to the pack that normally keeps the contents of the pack hidden. With these "Missing Foil Layer" packs, that silver foil is absent, resulting in a more translucent pack where the front card and back are visible. "

    Again what learned :-).
