Tiger Woods Inscription - COA Language Interpretation

Hi I recently got this COA back from PSA. Does the language of the COA state that Tiger Woods also wrote the inscription?

    I think the authentication only concerns the signature itself.

    The inscription is mentioned for completeness/accuracy. That being said the inscription definitely looks to be written in a different hand.

    Yes, when there is additional writing, like an inscription, we provide our opinion on who added the writing….so in this case, we concluded that Tiger added the writing cited. Had we determined otherwise, the notes should/would read something to the effect: “additional inscription added in unknown hand” (or something similar to alert all that, in our opinion, Tiger did not add more to his signature.     I'd keep that email with the COA. It is otherwise not immediately clear the inscription is in the same hand.
