Steel cent blank strip

I picked up a small older collection and this was in it. It looks like it could be a steel cent blank strip. We’re these available and is there a way to tell if it is or isn’t?

    Doesn't look like to me the holes are large enough for a cent coin.

    Doesn’t seem right for a 43 punched strip – they are usually dark, dull & Gray on the surfaces – this could have been plated obviously but it also isn’t the right size from what I can see – if it’s not a plated item it’s a non-US Strip, based on the one photo only
