1989-P Full step question

I read a recent post that a FS designation can depend on the examiner. This example has one ding so I need your opinion on a FS condition. Thanks in advance. Peace Roy

    Possible but I don't think so. Here is one of mine low grade though, 64FS.

    The steps look good to me, but weakly struck and that ding over the ear will probably be considered a scratch. Best case MS64FS, worst case UNC details - scratch. I would not send in.

    Really close, that nick in the center of the steps is a literal coin flip. I would call it FS but as noted above that obv scratch relegates it to a details coin, and if by some chance it straight grades I could not see it more than MS63.

    I think you got a good chance ~75% of getting an FS designation, but it seems to depend on who grades it.

    If it was even gradeable, that break on the right side of the bottom step
    might be enough to disqualify it from a FS.
