Sample slab with Morgan and mistake

A dealer who knows me well held the pictured slab for me. The simple "that's cool" is the label has an error - the coin is actually a 21-S. My guess is PCGS bought a number of 21's for this "project", but maybe payed no attention to mint marks.
This is the first sample slab I've seen with a silver coin, much less a Morgan. Does anyone know what for and when these were given away? Are there other examples with an ignored mint mark?

Can't help with the specifics of the sample slab. But, can provide some GENERAL time frame guidance via the holder characteristics.
You appear to have a PCGS Museum GEN 3.0 holder (JAN 1990 - FEB 1993).
Not uncommon to see a Morgan sample.

I think if you spent a little time looking you may find others with a S or D not noted on the label.
Thank you - had not gotten around to using eBay for research. Surprising how many Morgans PCGS apparently gave away.
FWIW, I went through the eBay listings and found one other example without the mint mark being noted (a 21-S as well, also FWIW). The prices being asked are all over the place, and mostly crazily high...
