Is this a error coin? In God we trust, filled mint mark and the line on the top of his head ?

The line on the head is rolling machine damage.
The filled mint mark is common.
I can't see IGWT well enough to say anything.1 -

It is wrapping machine damage as itvar said, they have many descriptions.

Your coin is a quarter that is worth 25 cents. Do not allow yourself to be influenced by online sellers of damaged coins or minor "errors" who ask stupidly high prices.

That type of mark is caused, like many have said, by the machines that roll coins that are sent to banks. The coins from the early 1980s were typically not struck very well, so a lot of the time the mintmarks are filled.
