1970 Topps #90 OJ Simpson graded reprint

I emailed GMA grading and asked how an untrained eye would know the difference between an original card
and a reprint. The reply was that it is not an easy task if you haven't done it. If the reprint is as close to the original as it sounds, I have lots of questions, and perhaps the community can help me to understand.
First, who made the Reprint cards?
Were they made by Topps?
Are they counterfeit? I assume not since the card is graded.
When were they made? Are there other years/sets where this exists?

Why would you want a reprint anyway (at least they identified it as such)?

So a more accurate term for this card would be counterfeit? By looking at the card, I'm not knowledgeable enough to tell that it's a counterfeit. Should I only expect to find counterfeit in the higher priced cards? Is my 1970 Topps 151 Tom Mack gonna be real?
Well it would be counterfeit if it was manufactured in a way to deceive, where you couldn't tell the difference quickly between the real thing and it. Hard to tell from the pics, but it looks like the card looks like it has modern day coloring and printing processes that no uneducated person would think it was a card from 1970!
Good news - it's been reduced to $23.99 😂
