Does this partially misaligned die stop a proof ASE from getting pr70?

It's not always about condition in terms of hits or carbon spots, right? A very slightly misaligned die and this weird rim thing means a coin isn't getting PR70 correct?

The designation means, quite literally, a perfect coin in all ways?

Or what about here (from her foot to the Y in Liberty) where the reeding has that liney space?

    No, a coin need not be literally perfect in all ways to qualify for a grade of 70.

    No, a coin need not be literally perfect in all ways to qualify for a grade of 70.
