Can someone tell me what's with this penny? Was this produced at the mint or is it a novelty?

Novelty. It's a counterstamp. A Masonic symbol.
There are literally hundreds of different counterstamps out there, there is even a set with all of the states on them.Some people collect them as a novelty as they are cheap and fun to collect.

When I search rolls of cents I find cents that have been countered stamped. I have several coins. That were countered stamped in the 286os. These are real meat and also fun to collect. Nice find.
