Metal Flap on Morgan

Just curious: I purchased this circulated 1904 O Morgan from a reputable dealer. It passed the weight test and the Ping test. However, I noticed that on the obverse rim between the "b" and "u," there appears to be an extra flap of metal. Is this PMD? If not, what may have caused this? Does it diminish value? Does it affect grade? What might the grade be? Any information will be greatly appreciated. I'm sort of new to this.

Looks like a small rim cud.
@irvkms Welcome. It would be good to learn how to do a specific gravity test. It's very easy, digital scale, plastic cup, sewing thread, water and some math. With raw coins weight and ping might not be enough. Just saying. Good luck

Looks like a folded over rim fin. You can see the fin continuing around the peremeter.
Shouldn’t really affect grade or value.
