The darker one is a 1940 German zinc coin.
The lighter one appears to be a dime (reverse).

The dime photo, untouched, is mine. The other coin photo was borrowed. (Tky)
It's just pareidolia if you think the swastika inside the wreath also appears on the dime.
They both look very ruff. The light coin looks like a parking lot find or a coin that was part of a hammer test. The darker coin has better details, but possible environmental damage. The only thing I see they have in common is the image of PMD.
