Yeah they raided all the slabbers from the Big East
I'm fairly certain it's a self slabber (dealer that slabs their own inventory). I have seen them before but have not heard of anyone paying a premium.
Here is one old thread about them but I'm not sure about the accuracy of the info (especially this part: "the owner of acc coins was a former grader with pcgs and was let go for being too conservative").

I have seen them before, just another of the many self slabbers. There is no real information on this operation and I would expect that most would simply consider it as a raw coin.
