PVC contamination in a US Mint sealed Holder (Soft Pack)?

I sent a 1971S Uncirculated Silver Ike Dollar to NGC for grading. It came back to me rejected for PVC. How can PVC contaminate a coin in a US Mint Sealed Holder (Soft pack)? The Ike dollar has been sealed in the sealed holder for over 53 Years. I have no clue other than it must have been caused at the mint in 1971. Anyone have an idea on how this could have happened?

    That is very odd.

    My guesses are:

    1). They were wrong and whatever they see is not due to PVC. Maybe PVC is used as a catch-all description for certain types of contamination.

    or,

    2). That blue plastic token contains PVC and it migrated over to the other side. Is there a breach in the heat seal between the two? (I would not have expected the token to be an issue, though.)

    Thanks. I have a problem with the PVC verdict, too. NGC wanted to remove the coin and do restoration it. I decided no and save the $25 dollars.
