Curious to know....Is it possible to tell a time frame of when a coin was certified by the serial number on the slab?

Not really, but you can tell the general timeframe by the holder generation it is encapsulated in.

PCGS has a Museum of Coin Holders for PCGS slabs. It can be found just below Message Boards.
The slab style may not indicate when a coin was graded because coins with damaged slabs frequently get reholdered.
