If you want to buy the coin, I think you want/need it to be properly described. It doesn't really matter whose holder it is in.
A coin in a PCGS holder may or may not have been over dipped. A CAC would properly describe the coin as not being over dipped. A CACG would also properly describe the coin. Hopefully. : )
