Okay so I kind of feel stupid for posting this .

I'm very new to all this but this is really odd I've never seen this before this piece of paper is literally embedded into the coin I don't want to remove it cuz I don't know what it is does anyone know what this is or ever seeing this before? It's like foil not like paper

It's just something stuck or glued onto the coin. There's no way that could have happened during minting. If you want to look for errors, you can save yourself a lot of time by learning the minting process and study up on sites like error-ref.com to see what legitimate errors to look for. Good luck.

It may be that the cent was stuck onto something like a display for example.
You can see a glue residue on either side of the paper. It would probably
come off by soaking it in pure acetone for about 24 hours.

I have something similar. It looks like a piece of dark green metal glued or imbedded in the lock over Miss Liberty's ear. PCGS had no problem with it as the coin straight graded.
