Just looks like damage to me.
In the future please supply a complete head on photo alongside your closeups.
It looks like rolling machine damage. It would help to have a picture of the whole obverse.

What you are seeing with the letters and date is extreme die deterioration, similar to and just as worthless as the other many forms of strike doubling. As the die wears the sharp edges on the die that form the letters and date become rounded and then the metal is no longer contained and squeezes out under the edges when struck.
