Submission help

I haven't done a submission in about 3 years, so I might be doing something wrong. I cannot get past the shipping and billing page. I have ship items back to me selected, my address selected, phone number, return shipping method selected, and payment method. My review order tab is blurred out and won't let me select it. It is acting like I don't have something filled out correct and can't proceed. Any thoughts?
